Wastewater Program Manager

Job Description
Project Partners is anticipating a future need for an experienced Wastewater Program Manager to support a public sector client in the Inland Empire. While the position is not currently open, we are proactively gathering interest from qualified candidates with 8+ years of relevant experience. This prospective role would be hybrid and full-time (approximately 40 hours per week). This position is a great opportunity for a non-CalPers retiree.
Projects may include:
- Lift Station and Reliability Projects
- Electrical Infrastructure and Resiliency Upgrades
- Tertiary Treatment and Facility Modernization
- Risk-Based Planning and Master Studies
The Wastewater Program Manager duties and responsibilities will include, but are not limited to:
- Lead the planning and administration of multiple complex wastewater projects, ensuring timely progress and regulatory compliance.
- Develop and release RFPs; identify and engage qualified consultants and contractors in advance of solicitation.
- Organize and facilitate pre-proposal meetings and outreach sessions to brief prospective teams.
- Participate in proposal evaluations, consultant interviews, and contract negotiations to secure the best project partners.
- Finalize agreements, oversee scopes and budgets, and coordinate technical workshops to maintain alignment.
- Monitor consultant and contractor performance, reviewing invoices and change orders to ensure accuracy and fiscal responsibility.
Job Requirements
As a Wastewater Program Manager, you will have:
- Preferred: Bachelor’s degree from an accredited college or university in Civil Engineering or related field
- Minimum of 8 years of experience in providing project management on water and wastewater projects
- Preferred: Licensed California Professional Engineer (PE) License
- Candidates must be legally authorized to work permanently in the U.S. (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
- Valid CA Driver’s License and proof of insurance
