Job Description

The Senior Water Engineer / Senior Project Manager selected for this opportunity will gain key public sector experience in CIP water infrastructure projects that can effectively position you to pursue and obtain key, sought-after public sector jobs. We are looking for a Civil Engineer that has 10+ years of experience in water-related project management to work hybrid (on-site and remote) and full-time (approximately 30-40 hours per week) in the Livermore area.

This opportunity is also ideal for a recently retired public sector professional looking to continue contributing their expertise on impactful infrastructure projects in a flexible, hybrid role.

Projects may include:

  • Wastewater Treatment Plant – Sludge Drying Beds Expansion
  • HVAC Replacement
  • Wastewater Treatment Plant Security Improvements

As a Senior Water Engineer / Senior Project Manager, your duties and responsibilities will include, but are not limited to:

  • Manage and deliver multiple water-related Capital Improvement Program (CIP) projects, primarily focused on water treatment plant and infrastructure improvements.
  • Lead projects through design, bidding, and construction phases while coordinating with consultants, contractors, operations staff, and internal stakeholders.
  • Provide technical review of engineering plans, specifications, schedules, and project deliverables to support successful project execution.
  • Support procurement and bid phase activities, including contractor coordination and construction support.
  • Oversee project schedules, budgets, and implementation activities to ensure projects are completed efficiently and in compliance with agency standards.
  • Support treatment plant facility improvement projects including sludge drying bed expansions, HVAC system replacements, and facility security upgrades.
  • Conduct site visits, attend coordination meetings, and provide senior-level engineering and project management guidance throughout project delivery.

Job Requirements

As a Senior Water Engineer / Senior Project Manager, you will have:

  • Bachelor’s degree from an accredited college or university in Civil Engineering
  • Minimum of 10 years of experience with water utilities, water treatment plants, or related public infrastructure facilities
  • Strong project management experience overseeing multiple concurrent small-to-medium capital improvement projects from planning through construction
  • Demonstrated experience delivering Capital Improvement Program (CIP) projects for public agencies or municipalities
  • Knowledge of public sector project delivery processes, including budgeting, scheduling, procurement, design coordination, and construction management
  • Preferred: Licensed California Professional Engineer (PE)
  • Preferred: Public agency experience
  • Candidates must be legally authorized to work permanently in the U.S. (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
  • Valid CA Driver’s License and proof of insurance
