Job Description

The Senior Project Manager selected for this opportunity will gain key public sector experience in solid waste that can effectively position you to pursue and obtain key, sought-after public sector jobs. We are looking for a Civil Engineer that has 15+ years of experience in public sector project management to work on-site and full-time (approximately 40 hours per week) in the Santa Ana area. 

Projects may include:

  • Flare Stations
  • Landfill Gas Collection
  • Renewable Energy Projects
  • Automation Projects – Smart Landfill
  • Material Handling Projects

As a Senior Solid Waste Project Manager, your duties and responsibilities will include, but are not limited to:

  • Lead the development and finalization of the Project Management Office (PMO) Manual (Version 1.0), including reviewing drafts, facilitating training workshops, and creating support materials. Track post-workshop issues and provide actionable recommendations for implementation.
  • Integrate PMO Work Breakdown Structure into financial tracking and lead cost/schedule monitoring, earned value analysis, and variance reporting. Support budget accuracy, cost-benefit analysis, and risk mitigation planning.
  • Manage planning, design, and construction projects at landfill sites and headquarters, ensuring compliance with all relevant codes, permits, and County standards.
  • Prepare plans, specifications, and cost estimates for capital improvement and maintenance projects
  • Administer contracts, change orders, time extensions, project closeouts, and Job Order Contracts (JOCs), while overseeing construction teams, contractors, and consultants.
  • Prepare RFPs, progress reports, schedules, Board agenda items, and manage federal, state, and PUC grant funding.
  • Lead project team and coordinate with stakeholders from project conception to completion

Job Requirements

As a Senior Solid Waste Project Manager, you will have:

  • Bachelor’s degree from an accredited college or university in Civil Engineering, Construction Management, or related field
  • Minimum of 15 years of project management experience, preferably in solid waste
  • Public sector experience and knowledge of public contracting code
  • Preferred: Construction Management experience
  • Preferred: Licensed California Professional Engineer (PE)
  • Preferred: Project Management (PMP) certificate
  • Candidates must be legally authorized to work permanently (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
  • Valid CA Driver’s License and proof of insurance
