Job Description
The Senior Engineer selected for this opportunity will gain key public sector experience in project management of water and wastewater projects that can effectively position you to pursue and obtain key, sought-after public sector jobs. We are looking for a Senior Engineer that has 5+ years of professional experience in engineering to work on-site and part-time (approximately 24-32 hours per week) in the Highland area.
Projects may include:
- Reservoir Rehabilitation (no design)
- New Ground Water Well
- Mainline Replacement Projects
- Development Projects – new housing, ADUs, new commercial buildings
As a Senior Engineer, your duties and responsibilities will include, but are not limited to:
- Lead and mentor engineering staff through effective planning, assignment, review, and professional development; contribute to setting goals, policies, and work standards for the division.
- Review and approve engineering plans, subdivision maps, designs, cost estimates, and specifications for public infrastructure and private development to ensure compliance with standards and regulations.
- Oversee land development reviews, including engineering conditions of approval, plan checks, development agreements, and coordination of developer fees and reimbursements.
- Manage capital improvement projects and special assignments—coordinating with contractors, developers, consultants, and public agencies to ensure quality, budget, and schedule compliance.
- Perform complex engineering design and field inspections to verify conformance with construction and engineering standards; prepare record drawings, change orders, and progress reports.
- Develop and administer contracts and RFPs, analyze bids, and recommend contract awards for public works and utilities projects.
- Prepare and present technical reports and project updates to management, boards, commissions, and community groups.
- Interpret and apply ordinances and policies, respond to inquiries on engineering standards, and serve as project engineer when coordinating with outside agencies.
- Support funding and grant efforts by assisting with applications, compliance, and reporting.
Job Requirements
As a Senior Engineer, you will have:
- Bachelor’s degree from an accredited college or university in Civil Engineering or related field
- At minimum, 5 years of professional experience in design, construction and management of civil engineering projects, including 2 years supervisory experience
- Licensed California Professional Engineer (PE)
- Experience with staff supervision and assessment
- Candidates must be legally authorized to work permanently in the U.S. (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
- Valid CA Driver’s License and proof of insurance
