Job Description

The Principal Development Engineer selected for this opportunity will gain key public sector experience in overseeing and administering daily engineering operations as they pertain to the private development process within a city. This role can effectively position you to pursue and obtain key, sought-after public sector jobs. We are looking for a Civil Engineer that has 5+ years of experience in development engineering to work on-site and full-time (approximately 40 hours per week) in the Encinitas area. 

As a Principal Development Engineer, your duties and responsibilities will include, but are not limited to:

  • Reviewing Conditions of Approval for private development projects to ensure consistency with City Standards, the Municipal Code, and state requirements.
  • Overseeing plan check activities for grading, drainage, utility, street improvements, and other development-related improvements to verify compliance with adopted City standards and engineering practices.
  • Reviewing and processing mapping submittals from private developers, including Tentative Maps, Parcel Maps, and Final Maps, ensuring conformance with the Subdivision Map Act and local ordinances.
  • Supervising and mentoring staff engineers and technicians involved in the private development submittal process, providing technical guidance, quality control, and workload management.
  • Directing the daily operations and administration of developer required infrastructure while ensuring compliance with all applicable local, state, and federal regulations.
  • Monitoring expenditures, reviewing developer deposits, and overseeing project-related billing, staffing needs, and resource allocations.
  • Acting as a liaison between the Engineering Division and other City departments, utility companies, outside agencies, and community stakeholders.
  • Representing the City in regional meetings with Caltrans, counties, water districts, and other agencies on matters affecting private development and associated infrastructure.

Job Requirements

As a Principal Development Engineer, you will have:

  • Bachelor’s degree from an accredited college or university in Civil Engineering or closely related field
  • Five years of increasingly responsible professional experience in civil engineering, including two years of professional supervisory or management responsibility experience, OR an equivalent combination of education and experience sufficient to successfully perform the essential duties
  • Licensed California Professional Engineer (PE)
  • Knowledge of municipal public works projects, activities, and practices
  • Knowledge of principles and practices of supervision, training, personnel, and project management
  • Strong problem solving and analytical skills
  • Candidates must be legally authorized to work permanently in the U.S. (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
  • Valid CA Driver’s License and proof of insurance
