Job Description

Project Partners is seeking an experienced engineering project manager to support a major public agency’s renewable energy, solid waste, and infrastructure initiatives. The ideal candidate is a hands-on project leader with 8+ years of experience who can keep multiple initiatives moving forward in a dynamic public-sector environment. This position will be on-site in the Santa Ana area and full-time. 

You will thrive in this role if you are energetic, practical, and comfortable taking ownership. You enjoy bringing structure to complex projects, working directly with technical teams, and adapting when priorities change. You are equally comfortable developing a strategy, writing an RFP, facilitating a project meeting, reviewing consultant work, and briefing agency leadership.

Projects may include:

  • Energy Strategy Studies and Integrated Master Planning
  • Smart Landfill Program Initiatives
  • Solar and Battery Energy-Storage Projects
  • Grade-Control Systems
  • Enterprise and Industrial Control Systems
  • Complex Infrastructure and Facility Improvement Programs

As a Project Manager, your duties and responsibilities will include, but are not limited to:

  • Lead multidisciplinary projects from initial planning through completion.
  • Develop project plans, schedules, budgets, scopes of work, and tracking systems.
  • Prepare requests for proposals, consultant task orders, agreements, reports, and other procurement documents.
  • Manage consultants, contractors, technical specialists, and internal project stakeholders.
  • Coordinate project activities across engineering, operations, regulatory, procurement, and administrative teams.
  • Monitor project progress, identify risks, resolve issues, and communicate status to leadership.
  • Confirm that project work complies with applicable plans, specifications, schedules, contracts, and agency requirements.
  • Manage multiple projects with evolving priorities and competing deadlines.
  • Provide practical, informed recommendations to help the agency make sound technical and program-management decisions.

Job Requirements

As a Project Manager, you will have:

  • Bachelor’s degree from an accredited college or university in Mechanical Engineering, Electrical Engineering, Control Systems Engineering, or a closely related field
  • At least 8 years of progressively responsible engineering and project management experience
  • Proven experience managing complex, multidisciplinary projects
  • Experience developing scopes of work, procurement documents, RFPs, and consultant agreements
  • Preferred: Experience with renewable energy, solid waste, wastewater treatment, industrial facilities, refineries, or other technically complex infrastructure
  • Preferred: Familiarity with public-sector procurement, contracting, and consultant-selection processes
  • Ability to work within a dynamic organization where priorities can shift quickly.
  • Candidates must be legally authorized to work permanently (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
  • Valid CA Driver’s License and proof of insurance
  • Must be able to commute to Santa Ana, CA. Relocation assistance is not provided.
