Job Description

Project Partners is seeking an experienced Instrumentation & Controls Engineer to join an innovative and forward-thinking project with Orange County Waste & Recycling (OCWR). This is a unique opportunity to play a key role in developing the nation’s first “smart landfill” system—an ambitious initiative designed to slash methane emissions and set a new standard for sustainable solid waste management. As part of this cutting-edge effort, you will help design and implement advanced monitoring, automation, and control systems that will not only transform landfill operations in Orange County but also serve as a model for replication across the industry. As an Instrumentation and Controls Engineer, you will:

  • Lead instrumentation & controls (I&C) implementation for Orange County’s Smart Landfill Program (SLP), including automation, device connectivity, and pilot projects.
  • Provide technical support for landfill gas/liquid collection systems and renewable energy projects.
  • Prepare and review technical documents, plans, and specifications.
  • Monitor active and closed landfill sites, ensuring compliance and quality control.
  • Develop landfill-specific master plans to guide long-term gas collection and control strategies.
  • Collaborate with stakeholders and resolve landfill gas compliance issues with third-party partners.

Specialized Experience Desired:

  • Solid waste management experience.
  • Landfill gas collection and control system (GCCS) design, operation, and optimization.
  • Expertise in instrumentation and control systems (P&IDs, SLDs, SCADA, facility automation).
  • Experience with renewable energy projects and conversion technologies.
  • Ability to work with internal/external stakeholders and regulatory agencies.

Job Requirements

As an Instrumentation and Controls Engineer, you will have:

  • Bachelor’s degree from an accredited college or university in Electrical Engineering or related
  • 10+ years of experience in planning and renewable energy engineering
  • background in landfill gas collection and control
  • Preferred: California Engineer-in-Training (EIT) or Licensed California Professional Engineer (PE)
  • Candidates must be legally authorized to work permanently in the U.S. (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
  • Valid CA Driver’s License and proof of insurance
