Job Description
Project Partners is seeking an experienced Cross-Connection/Backflow Specialist with 5+ years of experience to assist our public client in the Rancho Santa Margarita area. The position will be on-site and either part-time or full-time (approximately 20-40 hours per week).
The Cross-Connection/Backflow Specialist duties and responsibilities will include, but are not limited to:
- Support compliance with the State Water Resource Control Board “Cross-Connection Control Policy Handbook”.
- Support permitting process for commercial and residential applicants, and testing process associated with backflow devices.
- Conduct regular field surveys to conduct hazard assessments on potable water systems and recommend/enforce procedures for compliance with current regulations.
- Review new commercial applications, residential pool applications, building plumbing plans, and cross-connection surveys to determine if backflow assemblies are required and incorporate new devices into the backflow program.
- Coordinate routine surveys with State and County health agencies.
- Arrange for the inspection and testing of backflow prevention assemblies.
- Maintain descriptive records of all backflow assemblies, with a record of all tests performed in compliance with State and other requirements.
- Administer files, correspondence, test reports, etc. through a computerized cross-connection program.
- Work with regulatory authorities, contractors, homeowner associations, developers, and local entities.
- Review applications from commercial and residential customers and their representatives for issuance of “Will-Serve Letters” and “Sanitation Clearances”.
- Review plumbing plans, proposed tenant improvements, new construction plans, backflow device requirements, and proposed impact on water and sewer systems.

Job Requirements
The Cross-Connection/Backflow Specialist will have:
- Experience in the permitting process in the retail water industry
- Cross-Connection Control Specialist Certification from a certifying organization recognized by the State of California Water Resources Control Board is desired
- Experience in the field of cross-connection control or water system distribution operation is desired
- Strong problem solving and analytical skills
- Candidates must be legally authorized to work permanently in the U.S. (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
- Valid CA Driver’s License and proof of insurance
