Job Description

Project Partners is seeking an experienced Senior Environmental Resource Specialist with 6+ years of technical experience in natural resources management to assist our public client in the San Juan Capistrano area. The position will be on-site and part-time (approximately 20 hours per week) for an estimated duration of 3-6 months. 

The Senior Environmental Resource Specialist duties and responsibilities will include, but are not limited to:

  • Provide biological compliance and habitat restoration expertise in support of landfill development and operations.
  • Assist with permit compliance and regulatory coordination for mitigation projects.
  • Assist with monitoring implementation of construction projects and ensuring compliance with biological permit conditions.
  • Provide oversight of maintenance, management, and monitoring of habitat mitigation sites.
  • Prepare and/or oversee consultant preparation of routine reports, documenting habitat mitigation areas status as required by regulatory permits.
  • Review construction and operational plans and documenting and advising on impact avoidance and minimization measures for adherence to all applicable biological permit conditions.
  • Train landfill staff in identifying and appropriate avoidance of native habitats and species in compliance with applicable laws and regulations or permits.
  • Evaluate seed and plant materials from vendors for use in mitigation areas.
  • Review documents and specifications prepared by contractors, consultants, and vendors for compliance with permit conditions, mitigation measures, and Best Management Practices.
  • Closely monitor every phase of construction and operations and maintenance at the assigned landfill for compliance with biological permits and plans.

Job Requirements

The Senior Environmental Resource Specialist will have:

  • Bachelor’s degree from an accredited college or university in biology, chemistry, environmental engineering, watershed management, ecology, geology, or a related science field
  • Minimum of 6 years of technical experience in natural resources management
  • Familiarity with construction drawings and specifications related to biological issues
  • Knowledge of California native plants, native plant communities, non-native and invasive plants; and proper planting and irrigation techniques
  • Candidates must be legally authorized to work permanently in the U.S. (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
  • Valid CA Driver’s License and proof of insurance
